"Starting /usr/bin/dhttpd..." hangs when APM is compiled

As the subject says: When APM is compiled into the kernel (2.4.21), then
my system (Debian 3.0 on a ASUS A7N266-VM motherboard) hangs at boot after
printing out "Starting /usr/bin/dhttpd...".
Does anybody know what one thing has to do with the other?
