You can use /etc/procmailrc to affect all users on the system.
If you go down that route, please use spamd/spamc instead of
spamassassin, it is much nicer on your system (less cpu/mem).
Or, you can do as I did and install spamass-milter, which uses
spamc/spamd and hooks into the mail reception process... long before
any deliver is attempted.
