Line balancing/throughput limiting on the network

    I have a debina/woody based mac acting as a router/firewall/dns server
    for my home network over adsl.
    Currently I have two computers connected to bridged eth conections
    (cheaper then a router/hub with this setup).
    The problem is that when one of the computers does large file downloads
    the network on the other one grinds to a halt (seems like the linux
    based one always takes precedence over the windows based one for some
    reason).
    I was wondering if its possible to do some line balancing, preferably on
    the server to ensure that the windows one gets enough bandwidth, or band
    width limiting on the linux computer?
    The local linux machine is debian/unstable.
