/var/mail/<user> and /var/spool/mail/<user>

    I saw that there are these two directories. /var/mail/<user> seems to be
    in mbox formal and /var/spool/mail/<user> in maildir format.
    They both seem to coexist on my system and I was wondering what program
    is writing to which and is there some sync between them in either
    direction?
