Its sort of a console screen saver and it depends on keyboard input not
data putput.
in /etc/console-tools/config find these parameters and set them as
shown. This should do the trick:
BLANK_TIME=0
BLANK_DPMS=on
I am not sure if the following has any effect after setting the previous
value as the comments are not completely clear but try setting it to 0
just in case.
POWERDOWN_TIME=0
