You might want to try using Debian Unstable/"sid" since it does contain
kde 3.1.4 already. You will just need to modify the line that you have
for stable and change it to unstable. In your case this will probably
look like:
deb http://ftp.us.debian.org/debian/ unstable main
After you do an 'apt-get update && apt-get dist-upgrade', you will end
up with a Debian Sid system and then 'do an apt-get install kde'.

That site has really good pointers on what to do to get KDE. It also
lists how to get KDE if you want to use Stable itself instead of
switching to sid.
