That's too bad. Most well-run ISPs ignore Spamcop reports.
    Too many false positives.

Over 90% of the spam I'm getting/blocking is relayed through
trojaned PCs on residential broadband. If the top five
cable modem and "DSL" providers would close outbound port 25
except to their own customer servers, the problem would
be mostly solved. It is my impression that these five
providers (Comcast, SBC, Verizon, Adelphia, Telefonica...)
now ignore all complaints. Nothing will happen until they
are widely blocked. Not just their customer relays but
corporate headquarters, too. Complaining used to work,
and it still does for the smaller providers. But there is
simply nobody home at Comcast to look at abuse@comcast.net.

Over 90% of the spam I'm getting/blocking promotes Web
pages in China or South Korea, or on trojaned cable modem PCs
in Brazil. It is my impression that the huge quasi-
governmental ISPs in those countries are paying lip service
to the problem now, but aren't actually doing anything.
I believe it's because their admins aren't paid a living wage,
and get by on cash under the table from spammers and other
criminals. Nothing will happen until they are widely blocked.
Complaining to Chinanet Guangdong Province is not effective,
and it doesn't matter if you congratulate the IP contacts
for their support of the Falun Gong and Free Tibet.
    They're onto that.

So, get your ISP and employer's network to subscribe
their MTA to sbl.spamhaus.org or switch to one that does.
Block 24.0.0.0/8 and tell the Road Runner users to use a
real ISP if they care about their email getting through.
Complaining isn't enough, we have to shun the black-hats.
