man locale problems.

    man: can't set the locale; make sure $LC_* and $LANG are correct

    I can get the man pages, but how do I fix the locale error?
    I seem to run into this from time to time and ... sometimes are worse
    than others. This one isn't so bad, but I thought I should fix it while
    I can.
