    Try 'dpkg-reconfigure -p low apt-listchanges' and make sure to select
    'both' for the question
      'Which types of changes should be displayed with apt?'
    on the fourth screen.

    Afterwards check your /etc/apt/listchanges.conf which should contain
    something like:

    [apt]
    frontend=pager
    email_address=root
    confirm=1
    save_seen=/var/lib/apt/listchanges.db
    which=both
