    Have you tried "/etc/init.d/ntp start"?

    dpkg-reconfigure is for changing configuration settings. Starting/stopping
    is controlled by the scripts in /etc/init.d. You can also use invoke-rc.d
    or install the sysvconfig package (for Sarge and Sid) and get the service
    command you are used to.
