    Have you tried xruskb? It's Debian package.

    I've just googled all this.

    It seems the ru-yawerty keyboard has not yet been
    included by XFree86, so you have to roll your own :)

    Here's one:

    This should be copied to /etc/X11/xkb/symbols
    according to this:
