sounds like you didn't google for it yet ??
which apps did you try ??
since you didn't specify the input file type ... let's assume its autocad
*.dwg or *.dxf or *.sldprt or *.foo format
and the rest (few dozen) of the 2D drawing apps ( most all are free or
gpl'd )
