    For what it's worth I settled on this list of files to leave
    writeable. BootCD won't successfully start up unless passwd,
    group, and rcS.d are all writeable.

    mtab fstab group group- hostname mailname motd network
    passwd passwd- resolv.conf rcS.d/ adjtime
