Acrobat Reader does not do editing of the PDF forms themselves, but it
sure lets the user fill in these forms (created with Acrobat full
version). PDF forms can have radio buttons, drop down choice thingies,
validation of fields, flow control (only fill in field C when A meets
condition B) etc. It's quite horrible, but sometimes you can't avoid
these when dealing with government agencies, big clueless corporations
and the like. They always expect everyone to have Acrobat on their
    computers.

Fine solution, but seemingly for a totally different problem. Sorry! :)
