    If KDE/GNOME is looking for /dev/dsp then it is looking for an OSS device
    rather than an ALSA device. ALSA device files are in /dev/snd/.

    So you are actually using ALSA. Maybe you need to install libesd-alsa0
    and/or the equivalent for arts?

    Is the driver for your TV card loaded? Are you executing tvtime with
    an option that tells it which device file in /dev/snd/ to use?

    The really disappear after reboot? If so then that is a serious bug.

    It might be helpful to install the latest alsa-base and read its README
    file.
