    I've done another test instead: connected the UPS to a windows-XP
    machine, installed the manufacturer's software and tested it. It works
    exactly as I would expect: after shutting down the PC, some seconds
    later the OnLine/OverLoad lights on the UPS start flashing and the UPS
    shuts down - or so it appears.
    But now, when I reconnect the mains cable, the UPS wakes up from
    standby and then wakes up the PC.

    So, conclusions:
    - UPS is not malfunctioning;
    - UPS USB cable is OK;
    - probably apcupsd on the Debian box is signalling a full shut-down to
    the UPS instead of a standby command.

    Anyone out there with an APC CS-500 (or similar) who recognizes the
    problem and is willing to share his/her setup?
