Create a file (say /etc/udev/rules.d/10-local.rules) and put the rule there.
The files in /etc/udev/rules.d are evaluated in lexical order, so if your
file name (e.g., 10-local.rules) is 'before' udev.rules, your rules will be
evaluated first.
