cedilla on a us_intl keyboard

Hi. I have an US international keyboard and i am having trouble
using the cedilla symbol.
It works fine on xterm but does not work on GNOME applications...
I have the us_intl keyboard layout on XF86Config and on the GNOME
keyboard settings i have set the US with deadkeys layout.
I was once asked if i wanted to use X settings or GNOME settings
but i dont remember which i chose... where can i change that? or how
to fix it? :/
