cannot start lisa daemon

I can't get the Lisa daemon to start on my PC. I keep getting the
following error when I type "lisa start" as root.
NetManager::prepare: bind (TCP) failed, errno: 98
I'm running LISa 0.2.3 on a debian sarge x86 PC. Any ideas?
