Don't know about that exactly. If everything else is working *at the same
time*, then events should work. However, I noticed that if, say, a music
player is running, the sound events will queue up and play all at once when
you quit the music app(!)
Using the custom output command option with bplay sorted it for me back when I
cared, but if I was seriously trying to fix it, I might try switching the KDE
sound backend to gstreamer, and switching the other apps to the same.
