jack-3.1.1-1 and VBR

I'm using Jack to rip and encode audio CDs, but am finding that Jack is
ignoring the VBR settings in ~/.jackrc:
bitrate:128
vbr:yes
vbr_quality:4.0
encoder:lame
Taking the bitrate setting out doesn't seem to help; Jack just goes back
to its default of 160 bits. How can I get Jack to use VBR encoding?
