Obviously to use the KDE or Gnome frontends, debconf needs to be able to talk
to your X display. If you are running dpkg-reconfigure or apt-get or whatever
under a root shell in Konsole, this may not be the case, and it may be falling
back to dialog. On the other hand if you're using a GUI package management
tool (synaptic) then that shouldn't be a problem.
If you are using root under a shell (konsole/xterm/whatever) and you do "su -"
instead of just "su" then you need to set the DISPLAY and XAUTHORITY
environment variables to the same settings your regular user had them set to
before you did "su -".
But I could be misinterpreting what you're saying, too.
