Package conflict in SID: locals and base-config?

I've been keeping Sid pretty much up to date.
Just now, Dec 31 15:20 EST, "locals conflicts with base-config", and
base-config is going to be removed.
Let's just say I did not proceed. "base-config" is rather an important
package, isn't it?
Anyone else see this problem? Did I miss a discussion of the issue?
