Again, the problem is that the lack of a profit motive hampers efficiency.

Distant 2nd: Red Flag, TurboLinux, ScientificLinux
Always evil: SUSE, Novell, JDS, Red Hat, Mandriva, Ubuntu
Clearly, because Debian is developed by individual volunteers (SPI is
just an umbrella organization there for legal purposes), it is one of
the best. Likewise, Knoppix, Slackware and ASTLinux are all developed
primarily by individuals (i.e., one person each). They fall into the
same category.
Of course, anything gov't sponsored is not as good as that which is
produced by individuals. Thus, the three listed on the second line
above are acceptable, though not superior.
The last line speaks for itself.
