trying to get 'laptop-mode-tools' to work

i'm trying to get 'laptop-mode-tools' to work on my toshiba satellite. when i
unplug the system from a/c power and do :
/etc/init.d/laptop-mode start
i get:
Enabling laptop mode: enabled, not active [unchanged].
the settings in 'laptop-mode.conf' are:
# Enable laptop mode when on battery power.
ENABLE_LAPTOP_MODE_ON_BATTERY=1
# Enable laptop mode when on AC power.
ENABLE_LAPTOP_MODE_ON_AC=0
# Enable laptop mode when the laptop's lid is closed, even when we're on AC
# power? (ACPI-ONLY)
ENABLE_LAPTOP_MODE_WHEN_LID_CLOSED=0
my kernel is 2.6.16.4.
