Maybe quanta is configured for another spell checker (e.g. ispell) which
is not present on your system. AFAIK there is no way to change this
setting from the quanta menus, but you can find it in the configuration
file. This is what works for me with quanta 3.5.2-2 and aspell 0.60.4-4:
$ awk '/\[Spelling\]/,/^$/' ~/.kde/share/config/quantarc
