Hi

It can be done with iproute... iproute packages is in the main archive of Debian
The command is "tc"

But I'm not sure it's more easy than iptables !!!

Maybe, you can have a look at WonderShaper: http://lartc.org/wondershaper/

It's not the main goal of this script, but you can use it for what you want by change the "speed" values to your values on the start of the script.
