I am trying to determine if the timezone data in libc6 has been

that libc6 has been updated for this change in Daylight Savings
time specifically. I need to report how I am going to handle this
and rather than state that I plan on simply updating libc6. I
would like to say that libc6 was updated on xx-xx-xx and we can
update at anytime.
Which branch are you running? Stable?
In Sid it looks like package tzdata has that information. Maybe in
Stable also.

Is "common sense" really valid?
For example, it is "common sense" to white-power racists that
whites are superior to blacks, and that those with brown skins
are mud people.
However, that "common sense" is obviously wrong.
