Is it part of any package?

No, not alsa lib but alsalib.
The reason I ask, is a statement in a post about multiple sound cards:
http://sourceforge.net/mailarchive/message.php?msg_id=12601295
that says, among others:
...
This should works for any program using OSS (this covers most unfriendly ones, like Mozilla plugin, OpenOffice or vmware, ...), or ALSA in emulation mode (for native mode, alsalib is our friend :-).
...
What does the last phrase mean? Just Alsa is my friend?
