change keyboard layout on etch (no base-config)

How to change the keyboard layout on etch for console, ie. strg-alt-F1 etc.
I used to do this via base-config, but that's no longer available.

NB: IIRC, base-config was dropped to allow for a better (less hackish installer). Would it be feasable/nice to have something like sarge's base-config on a running system, ie. a single command offering a menu to change time zone, keyboard, apt-sources and similar?
