I took that to be the meaning as well. On a philosophical note, this is
the sort of thing that it would be nice to see as a package, generating
income from consultancy and maintenance, but not requiring ad hoc
assembly each time.

It would be part of building the software support ecology which is
something those of us looking at FLOSS in healthcare see as a necessity
for continued advance.
