libdvdcss is available from the debian-multimedia repository:
otoolel@po:~$ apt-cache policy libdvdcss2
libdvdcss2:

500 http://www.debian-multimedia.org etch/main Packages
100 /var/lib/dpkg/status
So you need to add the line
deb http://www.debian-multimedia.org/ etch main
to your /etc/apt/sources.list file, update, and install.
