I believe (perhaps wrongly 8-) ) that the ice animal family made no changes in the described behavior.

I have this behavior in Firefox 2.0 and Seamonkey 1.0.5, so I think it is a "feature". But you ought to check bugzilla and see if the problem has been reported. That will take a while.

One of the reasons I changed to FF is that drag/drop in the bookmarks folder was always faulty. It still seems to be so.
