working with windows larger than screen

Can anyone recommend a window manager or a desktop environment which
efficiently handles windows that are larger than physical size of screen?

Let me explain more clearly.
Let's say you opened 4 files in gvim (using -O4) and you need 80 columns to
correctly display each file. That means you need a window which can hold
atleast 320 columns. One way to do this is to resize the window
horizontally. However the physical screen can accomodate only say 200
columns. So at any point I can see roughly 2.5 files. Now to view different
files, I have to literally move the window with mouse which is very
cumbersome. Is there a window manager which

1. effectively moves the desktop once the mouse is at the edge of the
physical screen.

2. provide a scroll bar kind of functionality which can be used to traverse
the window.

Please note that I used vim just as an example and I am aware of :tabe
command to open the files in tabs. Another area where the above problem
arises is if one uses a vnc session which is say 1024x768 on a 800x600
monitor.
