Documentation seems to imply a /etc/pptpd.conf file, but there isn't one
with the installation.

There is a file /etc/ppp/pptpd-options, but this is supposed to be only
for when clients connect. IT says it is being pointed to by this
mythical /etc/pptpd.conf file.

Can someone enlighten my how I am supposed to use pptpd on debian

Are you trying to run a VPN *server*? Of not, why are you running it?
If so, why are you running it? PPTP is not secure at all.
