For most of this I am running X with fvwm. I wonder if this might be a
keymap problem. The fkeys do work when I boot from an XP partition, and they
worked during the initial boot prompt for Debian installation. Under X,
ALT-e (for example) causes a non-ASCII character to display. But I have no
evidence that the fkeys are ever seen with X running.

I'd appreciate any ideas on how to get this working. Thanks.

Run "xev" and check the keysyms for CRTL, ALT, F1, etc. It would be
especially interesting to see what you get for the CTRL + ALT + Fn
combinations. The keysyms should be "XF86_Switch_VT_n" for switching to
another VT.
