Bloat in desktop environments

Memory requirements of desktop environments, from
<http://linuxreviews.org/software/desktops/>:

* XFCE 4: 128 MB
* Gnome 2: 384 MB
* KDE 3: 512 MB

Gnome, and KDE are slow, and resource-hungry. Why not make something with
less bloat, like XFCE, as the default desktop environment in Debian?
Especially since nobody wants to spend money buying the most expensive
hardware.
