One of the best approaches would be to enlist the assistance of a
local amateur radio operator, who likely would offer assistance free

the Amateur Radio Relay League (ARRL) in Newington, Connecticut;
describe your problem, and ask them for a referral.
Done similar with EE depts at universities (along with all the medical
route).

Lots of problems to tackle. The computer on is just one which I can
actually solve (if I can only find the hardware).
