A different strategy is to rename the interfaces through /etc/mactab, eg:

net0 00:50:04:e9:ef:99
net1 00:60:08:48:65:1e

and add

/sbin/nameif

to the end of /etc/default/ifupdown

then configure them as net0, net1 etc in /etc/network/interfaces
without caring which eth? names they started life as.
