My ISP is making some changes in email service. I have been using fetchmail to get my mail

Now, their new smarthost requires authentication.

Edit the file /etc/exim4/passwd.client

I don't even know what new information I must get from the ISP.

You only need to know which port to submit to, the username and
password to use.

Is there a HOWTO?

I'm always confused when people ask for a HOWTO. There is
documentation supplied in the exim4 package which does answer
your question already. I get the impression when people say
that they want a howto they've not searched google, read the
config files of the package they're asking about, or looked
at the included documentation.

Take a look at the file /usr/share/doc/exim4-config/README.Debian.gz
Section 2.3.1 is the most relevent:

2.3.1. Using Exim as SMTP-AUTH client
