The GIMP calls them "windows decorations" in the image capture dialog
and capturing them is optional. Technically the application window is
juist the basic frame, and the window manager attaches those decorations
(the title bar and the rest of the frame) to windows. Thus any decent X
window capturing utility will have an option to include the decorations.
That said, if you don't actually want to process the screenshot in the
GIMP, it is probably not the best choise of a snapshot utility.
