MTU on the interface to the ISP

I'm interested to know how and why the MTU on the interface
to an ISP, shaw.ca, is set to 576 rather than 1500.
I haven't found a man page for dhcp3-client. Is there a trace or
debug setting for dhcp3-client? How should the dhcp process be
monitored?
