The other system has no trouble with this and plays various videos at
different websites - youtube, etc.

In both systems there is a symbolic link /usr/bin/gnome-settings-daemon
to /usr/lib/gnome-settings-daemon. In both systems the ownership is
root:root and the permissions are identical.

Any suggestions as to the cause of this problem?

Which output do you get from this command:

find /usr/share/dbus-1/services/ -name 'org.gnome.*'
