Searching for small Bug Tracking System

Hello Geeks,
I am searching for a small Bug Tracking System like the Debian BTS, but
more lite. I need exactly
1) must work with a catchall mailaccount
2a) must work with courier-mta using the dot-courier like curier-mlm
or
2b) integration into procmail with a .courier-default and
| /usr/bin/preline /usr/bin/procmail
3) Without Database like pgsql, mysql or sqlite
4) Handel arround 200 src and 500 bin packages
5) Require not more then 10 package maintainers
Any suggestions?
