The line "/usr/X11R6/bin/xset dpms 61 63 65 &" in /etc/X11/xdm/Xsetup_0
and the line "/usr/X11R6/bin/xset dpms 3600 3610 3620 &"
in /etc/X11/xdm/Xsession does it for me.
So on login screen my monitor goes in mode
- standby after 61 sec
- suspend after 63 sec
- off after 65 sec
If a user is logged in, then the values from the second line (3600 3610
3620) are taken.

inactivity period (in units of seconds) before the three modes are
activated. [...]"
