    lsof /dev/$device

    You for instance get with it:

    $ lsof /dev/video0
    COMMAND PID USER FD TYPE DEVICE SIZE NODE NAME
    xawtv 8844 adalloz 4u CHR 81,0 31206 /dev/video0
