Where have the xemacs input methods gone?

I'm in the process of learning Norwegian and I use xemacs for most of
my editing and news/email. When I was running Red Hat 9 and I wanted
to type a document or message in Norwegian, I could hit C-\
(toggle-input-method), enter "norwegian-keyboard", and refer to the
little stickers I put on my keyboard to tell me what moved around.
But under FC2, the only options for toggle-input-method refer to
Japanese and I have to result to cut and paste to insert the extra
four characters.
Is there any way to get the old norwegian-keyboard input method back?
