what is rndc

whatis rndc? i keep geiiting errors when i reboot or try to shut down
my notebook.
here is what i get

does it have to do with named? bind? if so, is it a bug? also, in
addition to rebooting, if i try the actions shut down, i can get to
the terminal screen where it is showing the different processes
shutting down, and hangs til i pull the plug & remove the battery.
