FC4 : Upload File Problem with PHP

    hi all
    i have a problem with code that uploads a file to my localserver, i am
    sure i configured PHP correctly but when i upload it, nothing is
    uploaded or even in the temp directory, i tested the script on
    internet server and it worked fine, also tried other scripts that
    uploads files to the localserver and all failed the same way, is there
    anything in the system that may prevent this and i need to configure
    to allow files to be uploaded ?
    any help would be appreciated,
