    What's the output of:
    $ rpm -q --qf '%{NAME}-%{VERSION}-%{RELEASE}.%{ARCH}\n' gnome-panel

    I suspect that you've somehow got a gnome-panel-2.8.1-3.i386 package
    installed on your system (which is strange since FC4 never supplied an
    i386 version of this package, and the package supplied was
    version-release 2.10.1-10).

    If I'm right, try this:
    # yum remove gnome-panel.i386
